Customer Service Manager

Salary : $40,000 to $43,000 / annual commensurate with experience.

Account Management

Hours: Monday – Friday (40-hour full time)

Distinguishing Features of The Class: The Customer Service Manager provides supervision of a staff of customer service and billing representatives. The incumbent must be familiar with all aspects of the Albany Parking Authority’s parking programs and promotions and should be able to articulate them to the general public. Work responsibilities are performed with a degree of independence.

Typical Work Activities: Illustrative Only

  • Hires, trains and on-boards new customer service staff as required
  • Provides coaching and assistance to customer service staff on an ongoing basis
  • Prepares and presents weekly sales reports to management
  • Ensures that all employees follow the company’s best practices for customer;interaction
  • Coordinates with internal departments to find solutions to customer complaints and;resolve matters
  • Drafts the necessary documents, letter or statements, needed to properly assist a;customer
  • Conducts periodic surveys of customers and potential customers to ensure quality;control

Customer Service Representative

Salary : $17.00 to $18.00 per hour

Account Management

Hours: Monday – Friday (40-hour full time)

Distinguishing Features of The Class: An incumbent in this class will provide customer service to members of the community seeking assistance with parking inquires in the City of Albany. This may include customer service via telephone, email or live in person while conveying information regarding the Authority’s services as well as fulfilling customer requests and inquiries with efficiency and accuracy. The Customer Service Representative will also be required to document customer interactions in the Authority’s customer management software system. Supervision is not a requirement of this position.

Typical Work Activities: Illustrative Only

  • Interact with the customers via emails, over the phone, or in person
  • Explain various parking programs and promotions to members of the public
  • Respond to customer queries patiently, promptly, and professionally
  • Follow up with customer when necessary to ensure satisfaction with response
  • Assist customers with the purchase of parking passes and permits

Financial Analyst

Salary : $53,000 to $58,000 / annual commensurate with experience.

Finance

Distinguishing Features of The Class: Under general supervision, an incumbent in this class develops, plans, coordinates and monitors financial activities to ensure maximum utilization of departmental unit resources. This class is responsible for organizational processes such as: financial record keeping and statistical reporting. This position is characterized by the frequent exercise of independent judgment within the Department and may involve extensive contact with other City departments and the general public.:

Examples of Work: Illustrative Only:

  • Represents superior(s) in contacts with the Federal, State and County agencies and other City departments to provide or obtain accurate information
  • Reviews and analyzes monthly department billing and reports any issues
  • Analyzes financial and operating data and prepares financial reports in accordance with required procedures
  • Assists in preparation and monitoring of grant applications to various funding sources
  • Prepares and maintains other monthly income including penalties and interest
  • Reviews accounts receivable and reconciles for accuracy
  • Maintains and reconciles accounts receivable accounts to subsidiary accounts

Laborer I

Salary : $16.09 per hour

Operations

Distinguishing Features of The Class: This position involves the performance of routine, unskilled manual labor, either indoors or outdoors, in a group or alone. It requires heavy lifting, physical endurance and a willingness and ability to perform physically demanding tasks. The work involves the use of manual tools on routine tasks and occasional use of small power tools on assignments. Work is usually performed under the general direction of a supervisor although the incumbent may be assigned repetitive or recurring simple tasks away from the view of a supervisory employee and is expected to accomplish the task as directed. Upon completion of the assigned task, the incumbent is to report to a supervisor for further directives. This position assists in the installation, construction, maintenance, repair and cleaning of parks, streets, sidewalks, curbs, and water, drainage, sewage systems and facilities. This work includes janitorial duties, digging and backfilling trenches and excavations with pick and shovel, patching holes with asphalt, sealing cracks, lifting and carrying 50-pound bags of concrete, lifting and loading pieces of broken concrete slabs and placing them into a wheel barrow or bucket loader.

Typical Work Activities: Illustrative Only

  • Tamps and shovels asphalt
  • Loads and unloads trucks with various objects including; waste material, dirt and debris, mulch, trees and shrubs, lawn mowers, snow blowers and other equipment
  • Shovels, plows and removes snow and participates in all types of snow and ice removal from streets, sidewalks, bridges, driveways and parking lots/garages
  • Distributes sand and salt as directed
  • Walks alongside moving trucks and dumps garbage containers into truck
  • Patrols, inspects and acts as watchman at City/agency run facilities including reservoirs, parks and buildings, on foot or in a vehicle
  • Cuts grass, mows steep hills with hand mower trims shrubs, rakes leaves, cuts brush, removes debris, plants, weeds, spades fertilizes, aerates, topdresses and otherwise maintains flowers beds in city/agency run parks, recreation areas and reservoirs
  • Operates light trucks and tractors, transports personnel and equipment
  • Assists in the installation and maintenance of traffic signs and markings
  • Performs a variety of heavy cleaning work including but not limited to: washing and cleaning walls, windows, floors, bathrooms, vehicles and equipment
  • Adds sand, stone and cement to mixing machines
  • Aids in assembling and dismantling of temporary stands for spectator events and cleans spectator area after the event
  • Performs unskilled painting and paint preparation work
  • Uses hand tools such as: mops, brooms, shovels, picks, rakes, scythes, grass whips and weedeaters
  • May operate power tools such as: compressor, jack hammer, pumps, lawn tractors sweepers, screw guns and mowers in performance of duties
  • Assists in re-sodding of green space areas and grading of areas in preparation for seeding
  • Assists in installing and maintaining seasonal snow fences, ropes, flower pots and signs
  • Rakes, chalks, and/or paints lines on fields and makes ready for play
  • Operates portable water pumps to water flowers
  • Performs related work as required

Also, when employed at the Albany Parking Authority:
May be required to assist at events including but not limited to collecting payment from customer and operating entry and exit systems.

Laborer II

Upon completion of assigned tasks, the incumbent is to report to a supervisor for further directives.; Supervision may be exercised over small groups of employees performing manual tasks while the incumbent participates in the work performed. This position involves the assistance in the installation, construction, maintenance and repair of streets, water, drainage and sewer systems.; This work includes digging and backfilling trenches and excavations with pick and shovel, patching holes with asphalt, adding sand, stone and cement to mixing machines, sealing cracks, lifting and carrying 50-pound bags of concrete, lifting and loading pieces of broken concrete slabs weighing from 10 to 75 pounds and placing them into a wheel barrow or bucket loader.

  • Performs maintenance and repairs to vehicles and equipment including but not limited to fluid changes, brake service, water pumps, radiators, tire repair, tire rotations, minor body work, alternators, small engine repairs, tune ups and minor diagnostics

Meter Technicians

Distinguishing Features of The Class: This position involves the performance of moderately skilled manual labor and the use of power tools, indoors and outdoors, in a group and alone. It requires heavy lifting, physically demanding tasks. Work is usually performed under the general direction of a supervisor and is expected to accomplish tasks as directed. Upon completion of assigned tasks, the incumbent is to report to a supervisor for further directives. Supervision may be exercised over small groups of employees performing manual tasks while the incumbent participates in the work performed. This position involves the assistance in the installation, construction, maintenance, collection and repair of single space and multi space meters.

Typical Work Activities: Illustrative Only

  • Performs light masonry work, unskilled painting and paint preparationwork
  • Operates light machinery, light trucks, snow thrower, small power tools, core drills
  • Handles inventory and can organize store-room facilities
  • Loads and unloads trucks with various materials
  • Performs a variety of heavy cleaning work including but not limited to washing and cleaning walls, windows, floors, bathrooms, vehicles and equipment
  • Walks alongside moving vehicle and performs cash collections of single and multispace parking meters
  • Performs snow removal duties including shoveling, salting, and operating snow thrower and snow plow, clear snow utilizing a snow melter
  • Assists in the installation and maintenance of directional signs and sign poles
  • Assists in the installation and maintenance of street markings
  • Assists in the installation and maintenance of single and multispace parking meters

Parking Garage Attendant

Salary : $15.50 per hour

Operations

Distinguishing Features of The Class: This position involves, but is not limited to; customer service, cleaning, maintenance, dealing with the public, handling of money, operating and maintaining revenue control equipment, filling out reports, opening and closing of office by garage location. This position does not require the supervision of others.

Typical Work Activities: Illustrative Only

  • Assists customers in the use of automated revenue control equipment including ticket dispensers, pay stations and exit station equipment
  • Responsible for daily collection and categorization of parking ticket transactions
  • Maintains all revenue control equipment
  • Performs all janitorial-related tasks necessary to maintain parking facility
  • Performs snow removal duties including shoveling, salting and operating snow thrower
  • Assists facility manager/assistant facility manager in the operation of the facility and lots
  • Performs cashiering function, as needed
  • Performs related work as required.

  • Ability to be trained to operate and maintain revenue control equipment
  • Ability to log information and make mathematical computations quickly and accurately
